Stepping Stones and Roadblocks, 2001

This report is the result of an exciting partnership project of UNITED for Intercultural Action, the European region of the International Lesbian and Gay Association (ILGA-Europe) and Mobility International. This initiative brought together the experience and know-how of three important European NGO networks and their respective local, regional and national organisations.

The project Stepping Stones and Roadblocks The project took place from December 1999 until March 2001. Although cooperation is not new, it is the first time that our European-wide networks have tried to work together on this scale. 

This Report

Whose task is it to work for equality? As networks of organisations that represent some of the people who have not had this equality until now, we have taken on part of it. Equality is also the task of policy makers and politicians who aim to shape society with laws and measures. Their task is determined by the general
public and as such the general public has its own duty: to pressure those in power to take action. It is to all those individuals and institutions that we address ourselves. This report is designed to be an outline of needs and demands. It is meant to be a first step towards a 'to do list' for all who feel equality should be
available for all inhabitants of Europe. It does not claim to give a full overview of all issues that matter to each of the three networks. It does present a range of issues on which we have found that co-operation would be meaningful. The report is very short, in the hope of being an easier read and encouraging readers and their organisations to make the first step in a vital process.
